SHING MUN WATER WORKS SCHEME.

I forward a report by Mr. Henderson upon the 2nd section of the Shing Mun Scheme together with the accompanying plans.
2. At the time that the Secretary of State sanctioned the 1st section of this scheme in June 1924 it was requested that before any further section of the Shing Mun Scheme were undertaken the Scheme as a whole should be submitted for the consideration of the Consulting Engineers.
3. Mr. Henderson being at present in England, is in a position to give any further detailed particulars in regard to his report that the Consulting Engineers may require. Whatever decision is come to in regard to proceeding with other sections of the Shing Mun Scheme the Gorge Dam must necessarily be the next work to be undertaken, and a large amount of work is still necessary for further investigations before the exact position of the Dam site can be decided upon.
4. The 1st section of the Shing Mun Scheme on the mainland including the Cross Harbour Pipe is now practically completed. The only item of work remaining is the Garden Service Reservoir which will be undertaken when the more urgent works now in hand are sufficiently advanced to permit of the staff dealing with it, probably not before 1931.
5. Since the completion of the Cross Harbour Pipe the Island Supply has been very usefully augmented. The Storage Reservoirs on the Island are at present only called upon to provide 5 million gallons per day to the City Supply.
6. The Bye Wash Reservoir now under construction (sanctioned by Secre- tary of State in his telegram of 4.3.29-U.S.O. 11 in 3245/22) forms the very valuable connecting link between the 1st and 2nd sections of the Scheme and this work now under construction is due to be completed early in 1931.
7. From investigations already carried out the original proposals for the 2nd section of the Shing Mun Scheme will require amendment. Mr. Henderson's latest proposal is to construct one large dam known as the Gorge Dam in lieu of the three dams originally proposed-the other items of the 2nd section remaining unchanged --these items are all dealt with in detail in his report.
8. The details of the 3rd and 4th sections are given in Mr. Henderson's original report, (Sessional Paper No. 4/1929).
9. From the information already obtained in regard to the proposed re- servoir, at Gin Drinkers Bay (5th section) the prospects of a satisfactory site for a dam are not very promising.
